Detailed Narrative Description of Project:

Review by AusAID of the SPREP administration and operations. The impetus for review was the introduction of accrual-based outcome and output budgeting in AusAID and other Australian government agencies on 1 July 1999. An essential part of accrual budgeting is the monitoring and measurement of performance. Part of Performance Information Framework (PIF) which enables AusAID to meet its new reporting requirements requires annual assessments of other international and regional organisations against quality criteria established for Australian development assistance. The reivew of SPREP was such a review and was aimed to obtain and verify systematic, independent information on the performance of SPREP.

Detailed Description of Actual Services provided by your Company:

  • Acted as the Institutional Analysts of the Review Team
  • Assisted Team Leader develop Questionnaire to be administered to SPREP counterparts in Partner Countries; administer said Questionnaire as necessary
  • Analysed findings of Questionnaires and prepare report for inclusion in Draft Report
  • Attended and contribute to briefings in Canberra with appropriate staff from AusAID, DFAT, Environment Australia and ANU on Australia’s relationship with expectations of, and assistance to SPREP
  • Consulted with SPREP to obtain and analyse information of SPREP’s internal processes
  • Participate in Field Mission
  • At completion of the Team’s discussions with SPREP and other stakeholders in Apia, assisted the Team Leader to prepare an aide memoire covering the major findings of the Review to that time and discussed those findings at the wrap up meeting between the Team and SPREP.
  • Prepared sections of Draft Review Report relating to institutional aspects of Review
  • Assisted in preparation of Draft Final Report
