Detailed Narrative Description of
Project:
The project was initiated by UNDP
with the Government Samoa to undertake an overall review of the
legal framework governing the corporate sector in Samoa. In
particular, it aimed to address the following:
- Describe the existing corporate sector
including SOEs
- Identify emerging trends in the sector and
likely impact of government policies and public sector reforms
on areas such as private sector development
- Evaluate adequacy of certain areas of law,
its operations and administration in sustaining a
well-functioning corporate sector
- Evaluate capacity of private financial market
mechanisms to apply codes of conduct, conventions and "best
practices"
- In light of above evaluation, make specific
recommendations on options for:
- any legal or administrative reforms needed
- any needed strengthening of administration
and its accountability and transparency
- any associated TA or other donor assistance
needed in support
- sequencing, timing and coordination of any
reform and institutional strengthening
- skills and resources needed to implement a
programme of improvement

Detailed Description of Actual
Services provided by your Company:
In undertaking the above tasks,
our office provided services as follows:
- an overview of the corporate sector in Samoa
- an analysis of governance in the state-owned
corporate sector
- partaking in consultative meetings with
necessary government officials, private sector representatives
and representatives of professional bodies to gauge their views
on the regulatory framework and its practical application
- partaking in the ‘National Consultative
Meeting On Accountability Principles And The Corporate
Regulatory Framework’ held in November 1999 with key private
sector representatives and senior government officials.
A draft and final report was
submitted prior to the workshop whereby issues were discussed at the
National forum. A further report on working group discussions and
the forum was submitted following the workshop. |
