Coordinated the review of the Lome IV Convention
and the Framework of Mutual Obligation so that the effectiveness and
relevance of the Western Samoan Government investment programme
could be evaluated. Each project in the investment programme was
analysed and recommendations were made on how the 1990 Stabex Funds
could be utilised.

agriculture sector strategies and relating them to the outputs of
the specific agricultural and infrastructural projects proposed by
the Western Samoan Government for funding from the 1990 and 1991
Stabex Funds. |

Detailed Narrative Description of Project:
The evaluation related to the utilisation of the
1990 Stabex Funds from the European Union. In the light of the 1990
and 1991 cyclones the Government of Western Samoa proposed to the
European Union to channel the 1990 Stabex Funds to reimburse cyclone
rehabilitation expenditures in the eligible activities linked to the
coconut and cocoa industries. Based on the evaluation report
findings and recommendations a compromise was reached on the use of
the 1990 Stabex Fund by the Government of Western Samoa and the
European Union. |
