Planned and coordinated the team of consultants in developing a concept paper based on the main theme of ‘Employment and Sustainable Livelihoods for the Pacific’. Based on the needs identified in the preparation of country programmes and consultations with the regional organisations and the donor community, four main programmes (Private Sector Development, Development Management, Environment and Natural Resources Development and Human Resource Development) for the UNDP Sixth Cycle Pacific Regional Programme for implementation during 1997 - 2001.

Detailed Narrative Description of Project:

The assignment required extensive travel arrangements to allow country consultations by the team of consultants. The regional programming process was integrated into the country programming process. This facilitated the establishment of linkages between the national needs and the parameters of the four main regional programmes established. The Saipan meeting in October 1996 of representatives of the Pacific Island Countries, regional organisations, aid donors and the UN officials formally approved of the regional programme
