Detailed Narrative Description of Project:

§        Revise, evaluate existing data and analysis from the HIES 1997, and discuss issues with key government counterparts

§        Based on the results, collaborate with Statistical Services Division (SSD) on an appropriate design for a representative and up to date household survey on the economic and social situation of Samoan households

§        Collaborate on a continuous basis with SSD to conduct and analyse the results of the survey

§       Assist in the design and conduct of the Participatory Poverty Assessment (or Participatory Assessment on Hardship as the qualitative survey was known)

§        Submit progress reports and a final report, on the activities and outputs completed

§        Review ADB poverty reduction strategies and prepare preliminary country strategies for Samoa for discussion with relevant stakeholders

§       Formulate recommendations to support the strategies to improve SES 2000-01 (now SDS 2002 – 2004) and workshop with relevant stakeholders, including ADB

 

Detailed Description of Actual Services provided by your Company:

Co Managing Director:

§           Established Survey Advisory Committee (SAC) and briefed all key partners (Treasury & Statistics) at project inception and constant updating throughout conduct of the Survey

§           Reviewed HIES 1997 and gave input to the design of HIES 2002 (method, questionnaire, sample)

§           Oversee monitoring of disbursements & acquittal for HIES funds via Treasury (MOF)

§           Ongoing consultations with key counterparts including David Abbott

§           Facilitation of Poverty Workshop for Stakeholders (November 2003)

§           Briefing of CEO of MOF and Finance Minister on findings of HIES

§           Editing final report

 Human Resource Specialist:

§           Provide secretariat for the SAC by setting agendas, taking minutes and circulating to members after each meeting

§           Ongoing collaborative consultations with all members of SAC and key partners e.g. David Abbott, Treasury, Statistics and Nutrition people

§           Coordinate and prepare material for the Poverty Stakeholders workshop

§           Coordinate and record group discussions on draft country strategies in the Poverty workshop

§           Record proceedings of workshop and disseminate report of workshop

§           Analyze HIES findings, workshop feedback and draft recommendations to support implementation of draft country strategies 

§           Draft Final Report and incorporate feedback from all collaborative partners
