Detailed Narrative Description of Project:

The overall project involved a comparative assessment of the impact of selected ADB projects on six (6) developing member countries including Samoa. The local consultant was tasked with two things – a desk review of reports and secondary data pertaining to the project providing a comparative assessment of the impact of successful vs unsuccessful projects. Secondly, a survey was undertaken (plus focus groups discussions and in depth interviews) the results of which were processed using a Statistical Package for Social Sciences (SPSS) and analysed to provide quantitative results to further support funding of the review. The objective was to gauge if there were benefits to the targeted communities of the project and the lessons learnt from the design and implementation of such projects. This will assist ADB in design of future projects.

KVA Consult provided all services required for the conduct of the project.
