Detailed Narrative Description of Project:
Assessment of progress of implementation of the six strategic issues in the SBEC five year plan and recommending options for improving implementation;
Analysis of SBEC staff salary packages for consistency and relevance to the Samoan employment market and recommend changes based on the analysis.
Detailed Description of Actual Services provided by your Company:
Assessment of implementation of each of the six key strategies and outcomes achieved to date;
Assessment of whether the Key Strategic Areas and core services identified remain relevant;
Review and update of constraints identified;
Implications of completion of the ADB Project and developing options to minimise implications identified;
Review of use and reporting of the strategic plan by Management and Board of Trustees;
Recommending changes for improved implementation and outcomes for achieving the Vision and Mission
Analysis of individual positions and remuneration and comparison to relevant positions in Government, private sector or other similar organizations in Samoa.
Provision of options for salary scales based on review findings and recommendation of a system and timetable for periodic reviews of salary packages.
