The project entails preparation of case studies on capacity development in the Pacific region considering a range of experiences by sector, theme, region and source of external support.

Review of capacity development documentation per country including national and sectoral plans, strategies, evaluations and reviews.

Review of ADB corporate documents relating to capacity development and technical assistance.

Review of country research studies and evaluations undertaken by other institutions.

Conduct country visits, conduct interviews, consultations and complete questionnaires with stakeholders including local Governments, private sector, civil society organisations, development partners, etcetera.

Preparation and submission of draft report to client.
