Project Director: Directed the overall project including the final report. Presented the Draft final report to the European Commission in Suva.

Research Analyst: Developed questionnaire, consulted with local stakeholders and beneficiaries both in Tongatapu and Vava’u. Drafted report and also attended the debriefing on the project in Suva with the Project Director.

Project Manager: Managed the overall implementation including all logistical arrangements of the evaluation as well as writing of main proposal. Also revised draft reports.

Detailed Narrative Description of Project:

Objective of the evaluation was to obtain external view on the programme’s achievements in terms of its effectiveness, efficiency, relevance and sustainability. The evaluation focused on specific areas including (i) an assessment of the degree to which the programme has succeeded in its overall objective to improve living standards of the inhabitants of Vava’u.; (ii) the degree to which the programme had contributed to the increased  income enhanced activities in agriculture, fisheries and tourism sectors leading towards sustainable development; (iii) the effectiveness of programme implementation mechanisms; (iv) efficiency in utilisation of funds; (v) how gender issues have been addressed; as well as the assessment of environmental issues; and recommendations for potential future projects in Vava’u.

Detailed Description of Actual Services provided by your Company:

§         Review of documents and discussions with Government officials

§         Consultation with relevant officials and staff in line ministries assisting with implementation of projects ( Min of Works, Min of Tourism, Min of Agriculture

§         Consultation with programme staff in Nukualofa and  Vava’u including field visits to inspect projects

§         Consultation with representative actors and beneficiaries in the community

§         Consultation with donors including JICA AusAID and NZAID

§         Consultation with NGOs, civil society, local community – based organisations

§         Briefing and debriefing with NAO office

§         Submission of draft report

§         Submission of final report taking into account comments received by NAO  and EC.
