Financial Consultant
Worked with two experts from OPCV (Australia) and
one expert from GMA (Western Samoa) to analyse and identify areas of
PWD functions to be strengthened. The role of PWD was analysed to
establish its core functions. Activities currently undertaken by PWD
but considered as `non core’ were examined to determine whether they
could be out-sourced to the private sector. Having identified the
proposed institutional reforms an action plan was prepared for
further support by the Government and donors. |

Detailed Narrative Description of Project:
The project was prompted by the World Bank and
the Government of Western Samoa because of concerns with the
capacity of PWD to perform effectively and efficiently in managing
sizeable investments in infrastructural projects in the early 1990s.
The project is to be a blue print for reforming PWD to become more
independent from the controls of the Treasury Department and the
Public Service Commission which were found to hamper the ability of
PWD to effectively manage its core activities. |
