Fifth Pacific Regional Programme 1992-1996
Principal Consultant
As Team Leader he assisted in planning and
coordinating with the Pacific Island Countries, regional
organisations and donors the development of 15 overall programmes
outlines through a serious of missions and consultations. Each of
the 15 overall programme outlines identified the specific national
and regional needs in the relevant programme area before designing
programmes to address the needs which could be best addressed at the
regional level. To facilitate the collaboration of donors a matrix
of donor intervention was developed to identify potential areas of
complementarity and duplication in aid activities. Kolone Vaai had
to also coordinate with the activities of the other UN Agencies and
the UNDP New York for enhancing the complementarity of Pacific based
UN activities. |

Detailed Narrative Description of Project:
The project related to programming of
US$22.4million of the 5th Cycle of the Asia/Pacific Inter-Country
Programme for the UNDP Pacific member countries for 1992 - 96. The
programming approach was an attempt to enhance the coordination at
all levels of the regional aid programmes so that UNDP resources
could be more effectively utilised. The programming exercise enabled
the UNDP Pacific member countries to prioritise the implementation
of regional programmes in the following areas:
- Population and Development
- Basic Education and Employable skills
- Family Health and Welfare : Food and Nutrition
- Water Supply and Sanitation
- Smallholder Agriculture and Farming Systems
- Private Sector and Small Enterprise Development
- Environmental Planning and Management for Sustainable
Development
- Regional Fisheries
- Forestry Development
- Regional energy
- Telecommunications Training and development
- Disaster Mitigation, Preparedness and Response
- Economic and Financial Management Reforms
At the donor level, the matrix on opportunities
for regional development cooperation facilitated coordination among
donors for regional projects. |
