Detailed Narrative Description of Project:
· The Rural Activation
Project (RAP) was appraised in September 1992 and the Loan
Agreement was signed in January 1993. The estimated cost of the
project is US$ 2.8 million, of which the IFAD loan of about US$
1.89 million will cover 67% of the total project cost and the
remaining portion is expected to be financed by the Government
of Samoa and other international and bilateral agencies. The
United Nations Department of Development Support and Management
Services (UNDDSMS) is the cooperating institution responsible
for loan administration of this project.
· The major project
components are: 1) Agricultural Rehabilitation – adequate
provision has been made for rehabilitation of Crop and
Horticulture Development Centres, repair extension field centres
at Savaii’i and Upolu and associated training centres and staff
residences; 2) Village School Rehabilitation - this
component will complete reconstruction of five schools in the
disadvantaged villages; 3) Pilot Credit – will establish
a Pilot Credit Fund to finance small loans. This will be lent at
6% on a refinancing basis to the participating institutions such
as DBS, BWS, PCB and SCUL; 4) Monitoring and Evaluation –
establishment of an institutional capacity to enable the DT to
monitor and evaluate the performance of the project.
· The six Supervision
Missions under the funding of UNDDSMS were undertaken during
1994 – 96. The missions focussed on identifying critical issues
in the main components of the rural activation projects.
