Reviewed the environmental problems and priority
needs of the Pacific ACP and OCT countries who are eligible for
assistance from the European Union under the regional aid programme
resources of the Lome IV Convention. A logical framework was
developed for a regional environmental project centering on waste
and sewerage management. All the ACP and OCT countries were either
consulted through interviews or questionnaires in developing the
regional project parameters. Consultations were also held with SPREP,
(the proposed executing agency) and the European Union
representatives on the proposed regional environmental project. |

Detailed Narrative Description of Project:
The project was part of the programming exercise
by the European Union and the Pacific ACP Countries for the
utilisation of the Lome IV Convention regional aid programme
resources. Having developed a proposed regional project, there were
differences between SPREP and the European Union and the consultants
on the parameters and costs of the project. |
