consideration the cyclone rehabilitation requirements of WS$713million. After completion
of documentation he coordinated with the World Bank the organisation of a meeting of
donors in Apia in July 1992 to identify how the revised public sector investment programme
of the Seventh Development Plan could be funded. |
Detailed Narrative
Description of Project:
The project was an extension of the initial work of the World Bank
who compiled a report on the infrastucture rehabilitation immediately after the 1991
cyclone. ADB became involved in its role to support the Government in identifying its
medium-term priority needs taking into account the cyclone rehabilitation requirements. By
involving the heads of departments and corporations in taking the lead in reviewing
priorities and setting funding plans, the project was able to maximise sustainability of
the programming process following the July 1992 donors meeting. The project was
instrumental in the negotiations of various grants and soft-terms to fund some of the
priority cyclone rehabilitation needs. |
