The consultants carried out a survey of the industrial sector through
questionnaires and interviews to assess the extent of damages and related problems to
their individual enterprises following the 1990 and 1991 cyclones. Based on the survey
findings, the consultants determined the specific technical and management areas which
could be addressed through technical assistance and training programmes of CDI. Project
proposals were then prepared to enable the private sector enterprises to formally apply
for CDI assistance. |
Detailed Narrative
Description of Project:
The project was carried out as part of the CDI response to the
cyclone rehabilitation programmes in Western Samoa. The project also assisted in assessing
the effectiveness of the relief measures for the industrial sector introduced by the
Western Samoa Government. The 16 months time-lag between the 1991 Cyclone and the carrying
out the diagnostic survey created difficulties in designing an effective CDI technical
assistance and training programmes for the industrial sector. The situation was further
compounded by the lack of financial and accounting systems of most industrial enterprises. |
