Detailed Narrative Description of Project:

Under the direction of the governmental Focal Point for country level preparations for the Third United Nations Conference on the Least Developed Countries, and guidance from the Office of the Special Coordinator for Least Developed Countries in the UNCTAD Secretariat, the consultant will prepare a national  Programme of Action for the upcoming decade (2001-2010), in accordance with UNCTAD's relevant guidelines, for submission to the conference.
In accordance with the participation principles recommended by the organisers of the Conference, the Consultant, in Collaboration  with the governmental Focal Point, will pursue the exercise in consultation with relevant government bodies as well as the private sector and civil society.  This will be Facilitated by the established National Preparatory Committee.  The Consultant will also receive assistance from UNCTAD's regional adviser for the five Least Development Countries of the Pacific region, who will be operating in close collaboration with the Forum Secretariat.   

 

Detailed Description of Actual Services provided by your Company:

  1. evaluate the advantages that Samoa has derived from its LDC status over the 1990s decade, in the light of the Programme of Action for the LDCs for the 1990s, and of the range of benefits theoretically granted to the LDCs category;
  2. formulate a development strategy for the upcoming decade, on the basis of relevant existing documentation (including UNCTAD's vulnerability profile of Samoa), bearing in mind the situation of Samoa with regard to the criteria for identifying the Least Developed Countries and recently evolving methodology;
  3. in so far as the development strategy will comprise details of financial needs relevant to the public sector investment programme, evaluate these needs to provide a broad estimateof the assistance required by Samoa for implementing its Programme of Action.
