Detailed Narrative Description of Project:

Objectives of the evaluation was to determine the relevance, efficiency, effectiveness, impact and sustainability of the substantive outcomes (intended or not) from phase I and II of the Microprojects Programme to around June 2002, and to make recommendations for best future strategies for implementing similar programmes in future, to assist in human development and help alleviate hardships in both rural and urban area.

A report was produced based on the relevance, efficiency, effectiveness, impact and sustainability including a draft proposal for a new Microprojects Programme to be funded under EDF9.

Detailed Description of Actual Services provided by your Company:

§ Reviewed documents and discussed with EC and Government (Treasury Dept)

§ Consulted with relevant officials and staff of line ministries assisting with implementation of projects especially Fisheries and Agriculture Department, PWD Education and Health Departments.

§ Consulted with project staff and conducted field visits to selected projects and beneficiaries and activities to assess success and issues

§ Conducted consultations with Donors in particular, JICA, UNESCO, UNDP and FAO, NZAID, AusAID,WHO

§ Consultations with NGO’s and Civil society and Community based groups like Women in Business, SBEC and SUNGO

§ Conducted Stakeholder and Beneficiary workshops to review results and confirm data to assist the design and improvements for third phase of the EU micro projects under EDF 9.

§ Writing and compilation of draft and final report for the project.
